Pay per click or PPC as it is more commonly known, simply means that someone or some business will pay you the web master for any click their ad receives from off your website.
What this means is that if you place a given piece of code onto one or more of your web pages and it is an ad for something or for some company somewhere who is looking to get new subscribers or to take a free trial of something or to do any number of required previously stated actions, that advertiser will pay you the webmaster for that click/action.
This type of advertising is called CPA. This stands for Cost Per Action or Cost Per Acquisition. These type of advertisers will pay you whatever they decide it is worth to them to get more subscribers or sales.
The action someone is required to take is already pre-determined and in the terms of service before you place the ad onto a website or blog site so you have a choice as to which offer from any CPA advertiser you want to accept. You can pick from any number of advertisers in the same industry to suit your content in your website or blog and you will obviously pick the one that you believe your readers or visitors are most likely to be interested in. If you don't do this, then you limit your being paid anything to virtually not getting paid at all. It is in your own interests to choose wisely.
If at some point you find that you have picked incorrectly or wrongly then you are not 'stuck with it'. You can remove the ad from off your website or blog and pick another offer to run with. I do highly suggest though that you only have one offer at a time up on your site simply because if you give a visitor too much choice they shy away and make none. You will have simply overloaded them with too much information.
Once you have found a good CPA advertiser and they are paying as agreed and their ad is converting well with a lot of clicks taking the required action, then why not add more websites for them using different keywords? I suggest that you don't build a "link wheel" for them as this will likely incur some "google wrath" and you don't want to upset the apple cart.
The other suggestion from me is to write heaps and heaps of good articles and drive more traffic to what you have already found to convert well.
